《第一速度》的故事发生在多省交界的泰平市，治安十分复杂，各省多头管理导致漏洞频出，境外毒品大量流入，黑恶势力活动猖獗，泰平市成了犯罪团伙滋生蔓延的温床。初上任的局长关肃山为了严厉打击犯罪势力，准备成立一个特别行动小组"第一速度“，这与他的师傅同时也是副局长的方天志产生了分歧。"第一速度”是从全市各地、各警种抽调出来的精英组建而成，由于他们性格不同，工作中产生了种种矛盾，但是在一次次打击犯罪的行动中，他们逐渐意识到自己肩负责任的重要性，组长齐浩南历经磨难率领全组破获了一起又一起大案，最终使泰平市治安条件得到改善，老百姓过上太平生活。
